PRATIBHA stands for Professional Resource And Talent Integration – Bridge for Hiring Aspirants.
Formerly known as the Public Disclosure Scheme (PDS), it is a strategic digital initiative that allows verified employers—including Central and State Ministries, PSUs, autonomous bodies, and private organisations—to access the details of “non-recommended willing candidates.”
These are high-achieving individuals who cleared the Prelims and Mains and appeared for the Personality Test (Interview) but did not find a place in the final selection due to the limited number of vacancies.
While the earlier scheme simply published marks for transparency, PRATIBHA Setu is a proactive recruitment ecosystem designed to match elite talent with the right roles.

The process is built on informed consent. When candidates complete their Detailed Application Form (DAF) or after the final results are declared, they are given the option to share their information. By opting in, their profile—including academic qualifications and exam performance—is uploaded to a secure, centralised portal.
To protect candidate privacy, access is strictly controlled.
Once verified, employers use a sophisticated dashboard to filter candidates by discipline, optional subjects, and qualifications. They can wish-list candidates and directly contact them to offer high-level roles in policy research, strategic management, or technical consultancy.
